Provide two config files: with and without IDA Pro (and plugins)

At the moment we have several useful IDA plugins in the default config, but the user needs to add IDA Pro to benefit from them. The idea is that they are already installed when you install IDA. With the new idapro.vm package which uses an installer in the Desktop to install IDA Pro, it would make more sense to have a separate config for IDA Pro with idapro.vm and the IDA plugins in addition to the rest of the default packages. This has the issue that we need to duplicate the default packages in two places. Any ideas of how to best organize this enhancement to avoid the duplication?

One idea: Generate the config file from the config file with IDA Pro removing ida packages using GH actions.

I think we should wait for mandiant/VM-Packages#1150 until deciding if this is needed and how to implement it.
