How to package and distribute "converters"?

I'm going to start collecting "converters", converting external libraries errors into StrictErrors for easier handling. I'm unsure of how to package those though: I'd prefer not to distribute it along with the library itself, but I'm not sure that making a separate package for each converter is right either.

If anyone has any ideas I'm very open to that!
