Add ability to require Approval for changes

Requiring approvals for certain changes (eg require an Admin or Engineer to approve a change).

This would reduce risks of a Marketing team breaking things, or adding unapproved tracking, etc.

We could even think about whether we allow requiring approvals only needed for certain configurable tags/triggers/variable types/templates.

→ A workaround is to give certain people only write access and others only publish access. It's not quite the same though. For example, everyone might have publish access and they need to review each others changes.

Thank you for creating this issue @tsteur . Maybe we could add a system setting where superusers can specify the list of tags/variables/triggers which require approval when created/altered.
