Won't automatically clean up files

If I clean up remote files through Synapse's API, the files in OSS are not automatically cleaned

Just for the clarity (maybe it's obvious and I'm a noob for not knowing): what is 'OSS' in this context?

Do you mean Synapse's Admin API? (which one?)
