need help to get my json data output the right time

I've already changed timezone in config.php, and added some 'print' line to check if the config.php is loading correctly. But i still got UTC time in json. i am not a programmer at all and literally know nothing about these magic command lines, can someone help me with this? thanks in advance!

sorry for replying so late! here' a time data in my json: "date":"2022-09-16T13:17:01.757Z", as i set the timezone to aisa/shanghai, it should come out to be 2022-09-16 21:17:01.757 (UTC+8), but instead it stays the same.

and this is the timezone setting in my config.php:
// Timestamp format, e.g. 'Y-m-d_H-i-s'
$filename_append_datetime = false;
//Timezone, e.g. UTC
$timezone = 'Asia/Shanghai';

since i don't know what to do about this, i've managed to make chatgpt write a timezone fix php for me and it is a workaround. so if it's too much touble to help then please don't bother to waste any time!
