Update the readme with development setup steps.

Couldn't find the development setup instructions for this repo. We need to have the same.

Development setup readme should include the setups from cloning this repo in local env(developers system) to setting up the require tools, python and Selenium etc..

outcome: Developer should be able to setup the gui-automation locally and run the test and visualize the output.
