Set custom new tab page per panel

Is it possible to set the new tab button to open a specific URL for each panel? Eg: I have a panel that contains all my tickets for work, and I'd like the new tab page to be the ticket search area instead of my default new tab page. I know you can add additional new tab buttons, but I am specifically looking to set the default per panel if possible.
