Dragging a tab to another Firefox window will move the tab over but a second later it will pop out into a new window.

Steps to reproduce

Have two Firefox windows open with multiple tabs open.

Actual behavior

When dragging a tab from one Firefox window to a second Firefox window will succeed but one second later the tab will pop out of it into its own Firefox window.

The new Firefox window will just contain that single tab, dragging that back into the second Firefox window will succeed just fine.

Expected behavior

Expected behavior is just that the tab should stay in the target Firefox window.
