Could you elaborate what you mean by URL Processing Model? Do you mean how URLs are parsed, or the question "how does the URL in the address bar turn into the page to see"?

For the former, I do think it's a good idea, and we can have something under https://developer.mozilla.org/en-US/docs/Web/URI. #33455 is related.
