Unlisted videos don't appear in playlists

Describe the issue
If videos are Unlisted, they don't appear in any playlists, old or newly created.

To Reproduce
Steps to reproduce the issue:

1. Upgrade to latest version (as on today)
2. Upload a video and set visibility Unlisted
3. Once rendering completes, add the video to a playlist (already existing or newly created)
4. Video will not appear in that playlist.

Expected behavior
Public or Unlisted videos should appear in playlists.

Environment (please complete the following information):

• OS: LXC Ubuntu 22.04
• Installation method: docker compose

I believe issue #1206 and merge #1216 were supposed to fix this.
