Add save and upload bar to header

Description

Based on findings from the ongoing Usability Evaluation, the current save and upload process is not intuitive and tends to feel hidden within the user interface. Many users are unsure where to upload, download, or save a CRTDL.

Since this process is essential, we propose adding a secondary header section, as illustrated in the attached screenshot. This section would include Upload, Download, and Save buttons that remain visible across all application pages, ensuring users can access these functions at any time.

The provided screenshots are only concept examples. If this proposal is accepted, we recommend consulting a UI designer to refine the color scheme, gradients, and other visual details so that they align with the overall design language of the application.
