Medusa v2.11.3

What happended?

1. Install a plugin that defines an admin settings page.
2. Add a settings page in the medusa project.
3. Build the project, you see both Settings menu items.
4. Clicking on the project settings page renders the page.
5. Clicking on the plugin settings page, results in a 404.

Expected behavior

Expected that the plugin settings page would render.

Actual behavior

Got a 404 page.
