Xbox bluetooth controller

I have 2 zero delay usb encoders with joysticks and buttons for 2 players in retropie emulation station. I added an xbox one bluetooth controller. I configured it to be player one in psx using this selection tool but it is assigned to port #2 when the games are launched, the dragonrise stays in port#1. I can use the xbox controller only as the player 2 controller. Is there a way to get the xbox to be assigned port#1? I am new to retropie and github, I hope there is an easy fix for this but I have been searching and not found one. I appreciate any help/advice. Thank you

I think -- if you change the setup to use name based config versus port you can then specify the XBOX controller for the systems/global you want
