`rav1d::src::recon::mc` is significantly slower than in dav1d

Tests performed on 10 bit chimera for 4000 frames on x64 Linux (Ryzen 3700X). A quick cargo asm doesn't show any obvious reasons why. There was some unnecessary branching on apply_sign64 and abs that I fixed but it didn't make a difference.
