[Feature Request]: Ignore repeat packets (implicit ack) above (e.g.) 10dB, as they're likely very close

@kboxlabs suggested that packets repeats at >10dB probably don't count as an implicit ack since they're basically on top of the broadcasting node.

This could be extended to nodes ignoring packets above 10dB as they're probably too close to bother rebroadcasting.

Code for the second bit is pretty easy:

As for the value, 10 is definitely a 'safe' value to start with -- I've only seen up to 7.5 from the devices on the desk here :)
