[Bug]: Message delivery status is incorrect

Expected Behavior

Sending a message to an unavailable node should result in message status that progresses from "Waiting for Delivery" to "Max Retransmissions Reached"/"Acknowledged by anoother node" (or similar).

Actual Behavior

The message status progresses from "Waiting for delivery" to "Message delivered" almost instantly.

Steps to Reproduce

1. Start with two nodes, node a and node b.
2. Ensure that the node a has already "seen" the second node (node b is present in node list).
3. Turn off node b
4. Send a message from node a to node b.
5. See "Message delivered" status.

This happens on client and client-test. Device being used is a T114.
