Move CAPM3's CONTRIBUTING.md here

We have a tiny CONTRIBUTING.md here. We should move CAPM3's more detailed guide here, update it with latest information, and then point to this new updated version from each repos CONTRIBUTING.md. It makes zero sense to maintain the same document 10 times, each different for no reason. We already have proper CONTRIBUTING-LADDER.md and CONTRIBUTING-ROLES.md here.

I am fine with this, I think the best way would be to have a CONTRIBUTING.md in all the repos but it would just have a link to the one in the community repo.
