Make a release of keepalived

Currently there is only release-0.9 (ref), but it is unclear where this is unclear where release-0.9 comes from. And will there be future releases ?

We haven't made any changes since BMO 0.9 (where keepalived resided before), so the tag release-0.9 is just the final tag from there. We haven't made any changes to keepalived besides fixing read-only root bootup.

That said, yes, we need to start releasing keepalived, with its own semver versioning. It has just been put off as it has not received changes and there is some release machinery refactoring to be done to accomodate our image building repos.
