review impaired hearing child terms

We need to review the terms under impaired hearing:
1- change the label on deafness (MP:0001967) to reflect that the definition of this term is complete deafness
2- make increased or absent threshold for auditory brainstem response (MP:0011967) a child of impaired hearing
3- review EQ statements, look at notes from POTATO workshop
