Sync up EE 9 to Master or other next release branch

As the release 2.0 is coming to the end, the changes from EE 9 needs to be made to master or other branch that this spec plans to use for future releases.

@WhiteCat22 can you take a look at this issue to get the master up to date with EE9 branch so that the master can work with jakarta namespace.
