Add capabilities into productInfo node to better manage the scale up/scale down for clients in the SDK

• streaming responses ( version range)
• adativecards (version range )
• etc..

This is a great discussion. Capabilities. But... perhaps we should have a way to "ping" an SDK agent for capabilities too?
