Workspace supports single instance startup of program

Description of the new feature / enhancement

Currently, if you launch a workspace multiple times, multiple programs will run at the same time (unless the program itself is limited to a single instance)

For example, a typical work scenario involves launching Windows Terminal, but there is no need to launch multiple Windows Terminals

Is it possible to add an option to skip repeated launches when the target program is already running?
