Steps to reproduce

This issue seems to be exactly the same as #31161 which was closed on February 2024 due to inactivity, so I'm re-opening the topic.

  1. Toggle the "Run at startup" checkbox in PowerToys settings
  2. Restart your computer
  3. Observe that activation shortcuts to launch tools, e.g. Win+Shift+C (which I assigned) for Color Picker do not work.
  4. Changing the activation shortcuts to other combinations that surely aren't taken doesn't help either
  5. Exiting and opening PowerToys fixes the problem

✔️ Expected Behavior

Pressing the set activation keys launches the desired tool.

❌ Actual Behavior

Pressing the set activation keys does nothing.
