Environment
OS: Windows 11
Build: 25H2 (26220.7535)
Widgets Panel: Windows Widgets Board
Reproducibility: Always

Description
When a widget whose name starts with the letter “A” appears at the very top of the widget list, it cannot be added to the Widgets panel. The Add action does not work.
However, if I switch to another widget and then return to the original widget, it becomes addable and works normally.

Steps to reproduce the bug

Steps to Reproduce:

  1. Open the Widgets panel
  2. Click on "+" button
  3. Select a widget whose name starts with “A” (appears at the top)
    Try to add the widget → fails. (the button stay gray background / inactive)
  4. Select a different widget
  5. Return to the original widget
    Try adding again → now succeeds

Expected Behavior
The widget should be addable immediately, regardless of its position in the list.

Actual Behavior
The first widget in the list (starting with "A") cannot be added until switching to another widget and back.
