Run the setup locally without docker support

Hi There,

I already have existing resources on azure open ai. I want to run the app locally and fill the details of existing details.
But there is no steps written in readme. the docker asks me to re-deploy from scratch and also i dont have deployment access with my user email. will it be possible? please provide the steps

Just to confirm, it seems that you have all the necessary resources for the application in Azure and you'd like to use those existing resources and run the application locally, is our understanding correct?
If so, could you please check the README_LOCAL to see if it helps? We'll also verify on our end to ensure that the document is up to date.
