Implement crypto/sha3 with the OpenSSL/CNG backends

Go 1.24 will ship with the new crypto/sha3 package (see proposal). We should patch it so it uses OpenSSL/CNG under the hood.

Noting that CommonCrypto/CryptoKit doesn't support this. I do note that CryptoSwift has an implementation here: https://github.com/krzyzanowskim/CryptoSwift/blob/main/Sources/CryptoSwift/SHA3.swift but this would mean depending on a third-party repo which feels like a no-no (even if it has 10k stars)
