calendar sync continues for existing events after sync disabled

I am seeing events syncing from moodle to o365 after sync is disabled. Follow the below to recreate:
setup a sync in both directions between an o365 and a moodle calendar:

wait for the sync to run or run the scheduled task manually and verify that tasks from the o365 calendar appear in the moodle calendar.
then disable the Outlook sync:

I would now expect the two calendars to be distinct, but editing or deleting an event in moodle will update the event in o365. I cannot see any way to break the link between the events in the different calendars.

tested on Moodle:
4.5.6 (Build: 20250811)
office plugins:
repository_office365 4.5.1 2024100705
local_o365 4.5.2 2024100710
local_office365 4.5.2 2024100710
