Azure Artifacts login issue preventing build

I installed the CredentialProvider.Microsoft nuget plugin, and am trying to restore the packages via:

msbuild OpenConsole.sln /t:restore /p:nugetInteractive=true

I get this prompt:

When I follow the link to https://microsoft.com/devicelogin I'm prompted to pick my account which is already signed in and when I do I get this error message:

Selected user account does not exist in tenant 'Microsoft' and cannot access the application 'd5a56ea4-7369-46b8-a538-c370805301bf' in that tenant. The account needs to be added as an external user in the tenant first. Please use a different account.

I was able to workaround this by switching the feed url to https://pkgs.dev.azure.com/shine-oss/terminal/_packaging/TerminalDependencies%40Local/nuget/v3/index.json (which I found here)

er actually still getting complaints about missing nuget packages.. I tried signing into my dev.azure account and the error message changed from 401 to 403 with this message:

okay apparently I had some cruft in my repo that git clean didn't clean, after blowing it away and re-cloning things are building
