Reason: When there are many people in the team, the downloads directory can be shared, placed in the NAS, and redirected to each developer's %VCPKG_ROOT%\downloads. However, if the tools directory is also placed in the downloads directory, it would be unsafe because the tools directory contains executable programs.

建议把 downloads 目录仅作为下载目录，把 downloads/tools 目录移动到根目录，即 tools 和 downloads 平级。

原因：当团队有很多人时，可以共享 downloads 目录，把它放在 NAS 里，并重定向到每个开发者的 %VCPKG_ROOT%\downloads。但如果 tools 目录页放在 downloads 目录里，就显得不安全，因为 tools 目录里有可执行程序。
