Repro Steps:

1. Create a container app -> Expand it -> Expand "Container" node -> Right-click "Environment Variables" node and select "Add Environment Variable..." -> Give a name -> Select "Reference a secret".
2. Check whether there is a "+ Create a secret" option in the next step "Choose a secret".

Actual:
There is no "+ Create a secret" option in the next step "Choose a secret".

Suggestion:
It would be better to add a "+ Create a secret" option in the step "Choose a secret".
