OS toast appears asking to continue without actual active session

This is weird.

Setup:
- Have VS Code Insiders 86f1b8fd472ae9cb26d24121a2476e40b98a0785
- Have Copilot Chat 0.31.2025090101

1. Start VS Code

🐛 Desktop notification shows up, even tho extension is incompatible
