Add AF_XDP notification for NIC receive offload configuration changes.

RX checksum offloads were added in #845,
enabling apps to leverage hardware Rx offloads via AF_XDP sockets.

However, there needs to be a mechanism for which apps can query when the NIC offload state is changed.
