This looks like a compiler issue.
I recommend that you try with stack (https://get.haskellstack.org/).
I build successfully with stack and the same compiler version:

Mac:homplexity user$ stack exec -- ghc --version
The Glorious Glasgow Haskell Compilation System, version 8.6.5

You might also want to comment the ld-options: -static and ghc-options: -fPIC lines in .cabal and stack.yaml.

Note that when reporting a build issues, you should attach command line used to build it (cabal, stack or pier.)
