Add a way to track breaking changes in releases

We use upgrade pages in DirectPV and Server docs as a way to track version upgrade paths or list important factors/changes that occur when upgrading that a no longer backward compatible.

Add a page to the KES docs that allows for tracking compatibility or breaking changes in upgrade processes.
