Add ability to stream specific actions to different channels

We could add the ability to stream specific actions to different channels. For example, stream all uploads, protections, page moves, and page deletions to a different channel unless it matches a special filter. That way it does not plague the main feed channel with all of that, but can still be monitored if necessary.
