With Debian 9 Stretch (fresh install), modoboa installer need to install theses packages before building Python mysqldb:

For mysql : python-mysqldb libmysqlclient-dev libssl-dev
For MariaDB : python-mysqldb libmariadbclient-dev libssl-dev

For mariaDB, its not libmariadbclient-dev but libmariadb-dev.
