MemoryLocation does not support Search

Simple reproduction here:

Neither useSearch nor useSearchParams respect initial, or subsequent, search state when using memoryLocation. Link, navigate, and setSearch (from useSearchParams) do not update the search value of useSearch or useSearchParams (which consumes useSearch); but also, useLocation's location does not include the search either.

I should note that this is important because memoryLocation is a good utility for writing tests if nothing else.
