Unaccounted FFS funds (867 XMR)

I am posting this as a reminder that 867 XMR of community-donated funds that were due to be transferred to the General Fund have not been accounted for. As of August 2020, those funds were under the control of fluffypony.

I first raised this question a year and a half ago and have not received a satisfactory response. This meta issue was suggested by the current CCS coordinator and is admittedly overdue. Below are the relevant facts as I understand them:

1. The Forum Funding System (FFS) was the predecessor to the Community Crowdfunding System (CCS). It lived at forum.getmonero.org and has recently gone offline.
2. The FFS maintained one or more wallet(s) to receive donations and disburse funds upon completion of work. According to core team member luigi, fluffypony controlled disbursements.
3. The funds in question concern a proposal by Thomas "tewinget" Winget, titled "0MQ".
4. After completion of the work in 2017, 1000 XMR remained unused. On 5 August 2020, 133 XMR was disbursed to vtnerd for related work, and the proposal was updated by dEBRUYNE with the following note:

"133 XMR of the remaining milestone has been sent to vtnerd for his work on completing this project; the remaining 867 will be delivered to the General Fund"

5. This indicates that, as of 5 August 2020, someone still had access to the relevant FFS wallet and, per core statements, that individual was fluffypony.
6. The remaining 867 XMR was never transferred to the General Fund.

It is important to receive clarity on this matter. Aside from the 867 XMR itself, additional funds may remain in dormant FFS wallets under the control of a former core team member. I urge fluffypony to clarify the situation and to transfer control of any remaining FFS wallets that were not handed over at the time of his resignation.
