Developer Guides: Replace Monerodocs.org with official docs

Monerodocs.org is down for a couple of years, we can replace it with https://docs.getmonero.org/ but issue is that it is more like "official" as it is hosted on getmonero.org and if replaced, it will be added in "External resources" under description "Useful docs and resources maintained by community members."

I see what you mean about appearing to not be external, because of the URL, but its external as in running on external hardware which is maintained/funded by community members:

"Useful docs and resources maintained by community members."

is accurate, so it can be a justifiable drop-in replacement for monerodocs
