Support configurable file name prefix for blob exporter

We support MONOCLE_S3_KEY_PREFIX as env setting to prefix the ndjson file name exported to S3. We should support similar  configuration  for blob and file exporters.
Also the S3 property should be renamed as MONOCLE_S3_FILE_PREFIX so it won't be confused with other s3 configuration properties like aws access key.
