Improvement: Do not allow theme/boost_union:editregion* capability for non-editing teachers by default

I just saw that the theme/boost_union:editregion* capabilities are assigned to the non-editing teacher role by default. However, this default might not match the expectation of the meaning of "non-editing".

We should remove this default capability assignment at least for new installations.
