I tried to excute your project program. That error statement is sent.
OS : windows 10
State :

1. shut down Windows Defender and vaccine
2. Try using powershell with administrator privileges
3. Try adding everyone permissions to the security tab of the folder.

Still, that error pops up and I can't scrape information into Chrome or Edge.
