Migrate MOQT motivation section to this document #114

ISTM that this document needs some text about motivation. Section 1.1 of the MOQT draft has some motivations for using QUIC, but may not be complete enough to explain the motivations for specifying and deploying the components of a MOQ system.
Alternatively, motivations could appear in the chartered architecture deliverable, but it would be helpful to people who aren't active in the working group, and especially people in other SDOs, to write that down somewhere.
