Update refresh button accessibility label once we have translations

The FirefoxHomepage.Pocket.StoriesWebview.ReloadPageAccessibilityLabel string will not be translated until v146, and since we are planning to ship the stories feed feature before v146, we used the TabLocationReloadAccessibilityLabel string which maps to the same “Reload page” string. We should swap this with the dedicated stories feed string once it is translated.
