Cover edge case for some bugs in Bugzilla qa-ver-done query

There is an edge case, where a bug has more that one qa-ver-done per cycle.
For example this bug:
1966443: [qa-ver-done-c141/b142] [qa-ver-done-c144/b143]

In theory bugs should only have one qa-ver-done per cycle, this has been seen once or twice only but it should be covered in the query.

This does not look like an edge case anymore.. there are a few bugs in several releases affected...
