Configure tokenserver process_account_events/purge_old_records scripts on ent devs

With no FxA instance in enterprise there currently is no publishing of fxa account events process_account_events.py listens for. This should be disabled for now, but we should followup with the ent team on whether such events would be needed/supported in the enterprise environment now or in the future.

purge_old_records.py handles deletions of old data, whether triggered by account events or updates to e.g. generation numbers. This likely should be enabled even without the process accounts events script running.
