Provide quota support for Stand Alone Mysql databases

While of lesser import than Spanner (which has hard restrictions around index sizes), we should enforce a max storage quota for stand alone servers.

Much of the code is already in place or could be shared with Spanner, but this will require performing the predictive payload calculation for the batch load functions.
