Incorrect rollout warning #13643
Description
User is seeing a warning about other rollouts https://experimenter.services.mozilla.com/nimbus/etp-strict-message-beta/summary/ using the same targeting, although the same combination exists but they all are completed - https://experimenter.services.mozilla.com/nimbus/?status=Complete&channel=beta&feature_configs=4 we should update the logic of the warning instead of just checking status=live we should check the actual logic is_enrolling or is_observation
