[Targeting] Add targeting for users who have accepted TOU on Mac or Windows and sponsored topsites enabled

What is the criteria you need to target based on?

Targeting currently exists for TOU_ACCEPTED_V4PLUS_MAC_OR_WIN and NEWTAB_SPONSORED_TOPSITES_ENABLED. This new targeting will combine both of these targets.

Should the targeting include or exclude users?

The targeting will include uses who have accepted TOU and have sponsored topsites enabled.
