User City/Country displaying in incorrect language when doing Windows to Android Sync

Description

When syncing to Android during the following flow asking "Did you just sign in to Firefox?", the user's estimated city/country is displayed. While the user is using Portuguese for their language and the Fluent strings are appearing in the correct language, the values for City and Country are displayed in French.

Steps to reproduce

Steps to reproduce:

1. Switch OS language to Português (Brasil)(pt-BR)
2. Goto https://accounts.firefox.com/pair/
3. Tap on "Já tenho o Firefox para dispositivos móveis"
4. Scan the QR Code
5. On the screen that asks “Você acabou de entrar no Firefox?” in the android location, Brasil is spelt as Brésil

Expected result

Brasil (Portuguese) instead of Brésil (French).
